Malibu Impala, vanity plate, bunch of Superman ball caps in the back window, definitely not a LEO driving..... License plate readers... Wait what? There’s no way it went to auction before the readers were ripped off. I have a confuse.

Are you sure that’s not an LEO?
Just saying. They’ve been seen disguised as package handlers, google cars, etc. Usually they are better about hiding the scanners, though.
The other option is a wannabe with too many eBay bucks.

Personal vehicle for parking lot enforcement? I think thats how some of the smaller companies do it near me. (looking for people who have previous parking tickets, looking for people who have been in the lot past time)

Years ago I saw an unmarked full-size van covered with readers on front and rear in Fredericksburg Va. It had government plates. I might add it wasn’t the one that was seen in Philadelphia disguised as a Google vehicle. This one was all white, no body side windows. I know elsewhere in Virginia they are using them to find people delinquent on taxes. They find the tax payers car and impound them until the taxes are received.
